The Social Services Administrative Officer II position serves in a leadership capacity with regard to all agency fiscal and budgetary operations and serves as the agency’s personnel officer for an agency of 99 employees. This position has primary responsibilities for the management, review, and control of the annual budget, analysis of expenditure trends, and development of spending projections. The Admin. Officer II ensures fiscal accountability and cost-effectiveness and provides budget explanations to the agency director, county officials, and the Social Services Board. Maintains frequent contact with program supervisors, and staff to discuss spending and budgetary changes, and is ultimately responsible for the monthly reimbursement report, fiscal audits, and all administrative oversight, supervision, reporting, and training.
Personnel responsibilities include maintenance of records for the agency, recruitment and selection activities, qualifications determinations, performance appraisals management, department on-boarding, and works with the county human resources department regarding benefits management, monthly personnel/payroll actions, time sheets, and all other functions associated with personnel management.
The position provides direct supervision of the Administrative Unit (delegating, as appropriate), serves as the agency’s safety officer, and is one of the disaster-shelter leads. Work involves analyzing and solving technical problems, research and compliance with laws and regulations, project management, and frequent contact with county departments and state agencies, and the public. The Admin. Officer works independently under the supervision of the agency director, makes recommendations for new, or revised, policies and procedures, and represents the agency, and the director in meetings.
Knowledge, Skills, and Abilities:
Considerable knowledge of the principles and practices of public and business administration. Considerable knowledge of modern office procedures, practices, and equipment. General knowledge of personnel policies and procedures. General knowledge of accounting practices and procedures. Ability to initiate and install administrative programs and procedures and to evaluate their effectiveness. Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures. Ability to plan, assign, and supervise the work of subordinate employees. Ability to establish and maintain effective working relationships with agency personnel, officials, and the general public.
Minimum Education and Experience:
Graduation from a four-year college or university and three years experience in personnel, budgeting, research, or administrative management, preferably involving participation in the planning and management of a business or governmental program; or an equivalent combination of education and experience.
The salary range is $46,461 to $74,339 depending on qualifications and experience. Applicants hired at the beginning hiring rate are eligible for a 5% increase after satisfactory completion of the designated 6-month probationary period.
