This position will be responsible for conducting Quality Assurance reviews primarily for the Family and Children’s Medicaid programs.
Essential Functions of the position:
- Assist in establishing, developing and utilizing assessment tools and data collection methods within the Economic Services Quality Assurance Program to identify service delivery strengths and needs.
- Assist with organizing and preparing for local, state and federal audits and advise appropriate management and staff on the development and monitoring of a corrective action plan and/or program improvement plan, because of local, state, and federal audits.
- Assure accurate and timely reporting of case record reviews and emerging trends to ESQA Manager.
- Assure compliance and consistency with all applicable policy, rules and governmental statutes (local, state, and federal) specific to Economic Service program areas by evaluating case records, benefit amounts and communication with clients to ensure the delivery of client benefits
- Collaborate with Economic Services teams to identify training needs and validate effective training programs to ensure quality service delivery.
- Lead in the assessment, implementation and support of Continuous Quality Improvement (CQI) process to achieve and sustain improvements in programs and services for Economic Services clients.
- Provide technical assistance and consultation to management and staff on the interpretation and application of federal and state law, policy and mandates.
- Remain abreast of policy changes across all public assistance programs within Economic Services.
- Perform other related duties as assigned.
Knowledge, Skills, Abilities:
- Knowledge of the organizational structure within HHS in order to determine the most appropriate roles for users.
- Knowledge of the methods and principles of income maintenance casework supervision, training, and administration.
- Knowledge of NC FAST system and all associated systems used within Economic Services.
- Knowledge of HHS programs and ability to interpret agency policies and procedures.
- Knowledge of all economic services programs related to public assistance and continued learning to stay up to date on policies.
- Knowledge of administrative and clerical practices and procedures and the ability to effectively a variety of software applications and office equipment.
- Ability to receive people in a courteous, caring and professional manner at all times.
- Ability to read, comprehend and apply rules and regulations and often changing state policies and guidelines.
- Ability to learn the program area of assignment and all agency programs and services which could affect the client/applicant.
- Ability to exercise judgment and discretion in interpreting and applying quality standards, policies and procedures.
- Ability to concentrate and perform inspections with great attention to detail.
- Ability to analyze and comprehend a variety of technical and administrative regulation, records, and reports.

Minimum Education, Training and/or Experience:
Graduation from high school and a minimum of three (3) years of experience as a caseworker or investigator in an income maintenance program, preferably with one (1) year of supervisory or leadership experience; or an equivalent combination of training and experience. |
