Job Description

The Economic and Social Services Division includes more than 500 staff that provide a variety of services to address the needs of Wake County citizens. This Division is committed to protecting children and older adults by helping people meet their basic needs and strengthening families. The Wake County Child Care Subsidy Program provides financial assistance to parents for their child care needs. Each County receives an annual allocation of state and federal funds to be used for subsidized child care services to its residents. The Child Care Subsidy Program receives additional funding from the Wake County Smart Start Program. The program provides information to the community on choosing and utilizing quality child care. As a result of receiving quality child care through the assistance of the Child Care Subsidy Program, children are better prepared for school success. The purpose of the Eligibility Caseworker is to determine initial and ongoing eligibility for child care subsidy. We are seeking several Child Care Subsidy - Eligibility Caseworker I staff to join our caring team, at multiple locations throughout Wake County, for a rewarding career assisting families and children in need! Essential job functions and responsibilities include:
  • Performing full case management on an assigned caseload, to include, taking applications to determine eligibility, processing recertification, and making changes submitted by clients
  • Working with families and caregivers and providing information and assistance on needs, programs and services
  • Performing duty responsibilities each month, by responding to clients who walk in or call
  • Responding to changes in situations from clients and child care providers, and applying these changes to the client’s case per policy requirements
  • Working closely as a liaison with a variety of Wake County Health and Human Services employees from Public Health, school system organizations, and other community/social services agencies on a daily basis
NOTE: Wake County Health and Human Services employees are required to be in their current role for a minimum of one (1) year to be eligible to apply for another Human Services position. The Basics (Required Education and Experience)

  • Associates degree in Human Services, Health or related field
  • Two years of job-related experience
  • Valid Driver's License and safe driving record may be required
  • Equivalent education and experience are accepted

Beyond the Basics (Preferred Education and Experience)

  • Experience with accurately determining eligibility for child care subsidy or other Economic Services such as Medicaid, FNS, Work First or Energy
  • Proficient in NC FAST and OnBase, or other document management system
  • Bilingual in Spanish/English

  • Ability to handle frequent client contact, conveying information clearly and concisely in writing and verbally
  • Excellent interviewing and assessment skills
  • Knowledge of Child Care Subsidy Program Policy, general knowledge of human services/social services programs and community resources
  • Ability to counsel clients in crisis situations, listening and responding appropriately
  • Excellent interpersonal skills and the ability to build and maintain positive, productive relationships with clients and staff
  • Ability to be flexible and adaptable in an environment with frequent changes, work in a fast-paced environment with great attention to detail and accuracy
  • Proficient with NCFAST and with basic computer skills and the aptitude to learn new software
