What You'll Be Doing
We are seeking a strong leader to serve as one of ten Child Welfare Program Managers who collectively provide leadership, direction and management across the division. If you have strong leadership, communication, problem-solving, and organizational skills and are passionate about protecting children from neglect and harm, this could be the role for you! Consider joining the Wake County Health and Human Services Child Welfare division as a Child Welfare Cross-Function Manager. Our Child Welfare division is charged with meeting three federally mandated goals: Safety - children will be protected from harm from child abuse and neglect. Permanence - children entering foster care will be reunited with family or placed in a new permanent home as quickly as possible. Well-being - the educational, health, and overall well-being of children in foster care or receiving CPS In-Home Services will be enhanced. The Child Welfare Cross-Function Manager assists in the management of cross-functional programs including, but not limited to, Youth in the Building, Placement, Child Family Team Meetings, Kinship Engagement, and Transportation.  Each program provides services to benefit children and their families with varying eligibility requirements and service delivery models. Essential duties include:
  • Directing the supervision of the cross-functional supervisors, the development of community partnerships, and service integration
  • Managing programs that cross all parts of the Child Welfare Division
  • Completing all tasks related to managing the budgets associated with cross-functional programs; developing budget requests; preparing budget expansion requests; monitoring revenues and expenditures; seeking new or additional funding sources to support program operations; and designing quality assurance programs
  • Participating in Child Welfare management team and other Child Welfare workgroups; engaging in routine program management meetings and ad hoc groups to develop and/or implement protocols or projects; and completing assignments integral to participation in these meetings
  • Providing leadership in the development of internal and external partnerships to accomplish Child Welfare and shared human services outcomes; developing and maintaining partnerships with community groups and external service providers; providing leadership in Human Service efforts to promote service integration; participating in and leading workgroups charged with implementing policy or developing protocols or with other special projects; and working collaboratively with guardian ad litems, County attorneys and other service providers as a representative of Child Welfare

The Basics (Required Education and Experience)
  • Bachelor's degree in Human Services, Health or related field
  • Five years of job-related experience, including 3 years of supervisory experience
  • Equivalent education and experience are accepted
  • A valid driver's license and safe driving record
Beyond the Basics (Preferred Education and Experience)
  • Master's Degree in Social Work, Public Administration, or related Human Services degree
  • Child Welfare policy/practice knowledge, Child Welfare direct practice, and Child Welfare supervisory/management within the State of North Carolina (NC Department of Health and Human Services) or North Carolina County Child Welfare (Department of Social Services) agency and/or direct practice experience
  • Supervisory/management experience in Child Protective Services (Intake, Assessments, In-Home and/or After-Hours)
  • Five (5) or more years of Child Welfare supervisory or management experience
  • Electronic case management system experience
