What You'll Be Doing The Child Welfare Division has three federally mandated goals. The first goal is safety - children will be protected from harm from child abuse and neglect. The second goal is permanence - children entering foster care will be reunited with family or placed in a new permanent home as quickly as possible. The third goal is well-being - the educational, health, and overall well-being of children in foster care or receiving CPS In-Home Services will be enhanced. Federal, state, and local policy dictate that Child Welfare seeks to accomplish these three goals by supporting and strengthening families. The Children’s Health and Development Program (CHDP) bridges two different divisions within Wake County Human Services, Health Clinics and Child Welfare. CHDP is a multidisciplinary program that includes child welfare, medical providers, nursing and community partners. Currently, CHDP’s main function is to identify and provide treatment plans to meet the well-being needs for all children entering foster care in Wake County. CHDP is expanding to include medical and public health support for child welfare during all aspects of child welfare involvement with families such as assessments and in-home. CHDP is a leader among public health – child welfare partnerships in North Carolina and works closely with other state agencies.     We are currently seeking a passionate Child Welfare - Registered Nurse professional to join our team! This position is a grant funded and time-limited expected through June of 2023.  Primary job functions and responsibilities include:
  • Conducting in-home visits both independently and with child welfare social workers to assess and target risk factors for child maltreatment
  • Providing clinical support to the health department (by serving in a public health clinic) at least one day per week
  • Having frequent and regular contact with others. Contact may be regarding being in support of controversial positions or negotiation of sensitive issues (i.e., sleep environments, safety hazards, medication access and management, environmental impacts on chronic illnesses, recognizing and responding to symptoms of illness or injury and child development and behavioral health interventions)
  • Reviewing medical and behavioral health records to recommend and coordinate needed resources and services 
  • Assisting staff with prevention and in post permanency program areas to identify, document and meet the well-being needs of children
  • Attending child and family team meetings and appearing in court
  • Ensuring referral, increasing engagement and monitoring follow through with other Wake County programs, including Child Care Coordination for Children, Nurse Family Partnership, and Child Care Health Consultant Programs

The Basics (Required Education and Experience)

  • Graduation from an accredited School of Nursing
  • No specific experience required
  • Eligibility for licensure to practice as a Registered Nurse as issued by the North Carolina Board of Nursing
  • Valid Driver's License and safe driving record
  • Equivalent education and experience are accepted

Beyond the Basics (Preferred Education and Experience)

 
  • Bachelor's Degree in Nursing, or
  • Associate's Degree in Nursing who (must successfully complete a mandatory course, Principles and Practices of Public Health Nursing, within first year of employment or other specified time period)
  • NC Nursing License
  • At least two years of clinical work providing nursing care in outpatient clinical, or community based health service
  • CPR certification
  • Experience leading teams and with public speaking
  • Experience working with undeserved populations

  • The ability to access and navigate in NC Tracks, GE Centricity, Virtual Health, OnBase, EPIC and NCIR
  • Knowledge of appropriate policies and procedures for day-to day assistance with child welfare cases
  • Understanding and awareness of community resources, partnerships and access to programs and services
