Job Description

The Economic Services Division provides services such as, Food and Nutrition Services (FNS), Family and Children’s Medicaid (FCMA), Adult Medicaid (AMA), Work First (WF), Child Care Subsidy (CCS) and Energy. Program and Staff Development is a Section within Economic Services and consists of the following units: NC Fast Over the Shoulder Support, Trainers, Quality Control, Appeals, Security and Onboarding. The purpose of the Economic Benefits Trainer is to provide county-wide Economic Services policy and technical training including assessing and evaluating training needs. This position provides program specific training to new hires and seasoned staff within the Economic Services Division. The Trainer reports directly to the Program and Staff Development (PSD) Supervisor. This position's primary focuses are Food and Nutrition Services (FNS) and Family and Children’s Medicaid (FCMA), with other program focus based on departmental need.  We are seeking an effective Economic Benefits Trainer, to join our dynamic team!! Essential job functions and responsibilities include:
  • Designing in-person and eLearning training in the areas of Economic Benefits policy, technical navigation, communication, customer service, coaching, and team building
  • Developing training materials. for case managers, supervisors, and managerial staff, to ensure the transfer of learning
  • Assessing knowledge by administering quizzes, tests, and exams to ensure comprehension of program knowledge and organizational performance
  • Consulting with supervisors to identify training opportunities that will successfully enable employees to perform at their best, grow their capabilities, and deliver top-tier services
  • Coaches trainees and assesses application of learning to on-the-job performance; submitting weekly trainee progress reports

The Basics (Required Education and Experience)

  • Bachelor's Degree
  • Three years of job-related experience
  • Equivalent education and experience are accepted

Beyond the Basics (Preferred Education and Experience)

  • Four (4) years advanced level program experience in assigned program, and
  • Two (2) years advanced level skills working in NC FAST, and
  • Two (2) years training others to conduct program specific training

  • Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects
  • Knowledge of relevant Social Services policies, procedures, and strategies to comply with effective local, state, or federal mandates
  • Exceptional communication skills (both verbal and written)
  • Ability to effectively coach, counsel and mentor trainees
  • Ability to present information to individuals or groups and facilitate the learning process
