Job Description

New Hanover County is seeking an experienced Economic Services Program Manager for the Department of Social Services. The Economic Services Program Manager will be responsible for supervising staff, managing economic services units, and ensuring departmental compliance with federal and state aid and assistance mandates. This position will oversee supervision of the department's training unit, quality unit, two Customer Experience Team (CET) units, and program integrity unit. This position ensures that the agency complies with its outside regulatory and legal requirements. Including agency audit compliance, agency federal and state systems user compliance, and federal and state reports compliance, Will work closely with internal and external partners, DSS administration, management, and staff to identify and manage regulatory risk.   Duties require excellent verbal and written communication skills, organizational skills, and the ability to multi-task and meet varying deadlines. Must be familiar with IT systems. Additional duties will include:
  • Supervises full-time staff by prioritizing and assigning work, conducting performance evaluations, ensuring staff is trained, and making hiring, termination, and disciplinary recommendations
  • Reviewing and disseminating information contained in policy update reports to staff, analyzing impact of policy on clients and staff, developing plans for implementing change
  • Troubleshooting and facilitating staffing around client related issues,
  • Monitoring availability of funding for specific services, collaborating with outside assistance agencies
  • Representing the department on various committees and work groups within the County government system and with outside agencies
  • Provides information regarding department activities to various County agencies and private service groups by addressing media inquiries
  • Assists with the preparation of the department budget by assessing current departmental workload requirements, and anticipated program changes
  • Ensuring staff has the tools, resources and training necessary to correctly assess, instruct, and authorize benefits for all universal Economic Services Programs
  • And performing other duties of a similar nature or level.

Hours:
-8:00 AM - 5:00 PM, Monday - Friday. -Must be available to report for emergency work assignment during emergency situations. Employment Type: Full-time, Exempt Salary Information: The hiring range for this position is $52,732 - $71,188. Salary will be determined based on qualifications, internal equity, budget, and market considerations.  New Hanover County offers:

Qualifications

  Required Education and Experience:
  • Valid North Carolina Driver’s License
  • Bachelor's Degree in Business Administration, Accounting, Finance, or a related field
 
  • Five (5) years of of progressively responsible economic services casework experience
    • OR an equivalent combination of education and experience (Associate's and 7 years of experience OR High School Diploma and 9 years of experience)
 
  • Two (2) years of recent experience supervising economic services casework

  • Previous work in data analytics and related regulatory evaluation experience
 
  • Proven ability to generate and interpret NC FAST reports.
 
  • Knowledge of applicable federal, state, and local statutes for department, and knowledge of state and federal aid programs and guidelines
 
  • Skilled in preparing and monitoring budgets and preparing reports
 
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
 
  • Previous experience with preparing and monitoring department budgets
