This position is beginning level professional and analytical work in providing staff assistance to planning and/or evaluating human service and support services programs. Work involves conducting, planning or evaluating projects in assigned area which is generally characterized by a limited variety of programs where service delivery systems and client population are similar. As a Planner, this position explains procedures and criteria associated with established planning systems to managers and assists in the development of program objectives and operational plans. Employee is responsible for the collection and analysis of relevant data/information, and the preparation of documents and reports for the specified planning period. As an Evaluator, this position designs projects based on established parameters including selection of data collection instruments/tools and selection of analytical techniques. This position is responsible for the analysis of data and the preparation of reports.

Key Responsibilities and Related Competencies:

Provide leadership and direction to Office of Staff Development team through training plans, one-on-one feedback, trainer evaluations and observations. Oversight in designing and piloting of new and existing agency projects, conducting a variety of training disciplines in multiple training programs such as human services, new employee orientation and quarterly supervisory training. Plan, organize, and management of organizational safety committee, safety manual, disaster roster and agency morale committee. Assist in planning county-wide events through serving on the Vance County Employee Morale Committee. A member of the Executive Leadership Team alongside program administrators & managers, who help plan and ensure organizational effectiveness regarding the agency. Assist in development, evaluation, and revision of organizational policies to support the agency mission, vision and core values. Maintain considerable knowledge of all human service and support service programs to assist in providing guidance on agency policies and procedures. Plans and performs work with considerable independence within guidelines set by the director.

Knowledge, Skills and Abilities

Includes: -

A four-year degree in public service administration, psychology, sociology, or social work or a human service programmatic field, preferably with coursework in human service planning; or graduation from a four-year college or university and two years of administrative or consultative experience in a human service program; or an equivalent combination of education and/or experience. Graduation from a four-year college or university with a degree in psychology, sociology, or social work or a human service programmatic field, preferably with coursework in human services program evaluation; or graduation from a four-year college or university and two years of program evaluation or consultative experience in human service programs; or an equivalent combination of education and experience. Formal education alone will not prepare the individual for this position. The person will need at least two years of experience in public service, preferably in a local government program or in a department of social services. Experience in military, local government, public assistance programs and/or in a department of social services could substitute for formal education.
