Job Description

Are you an experienced Eligibility Specialist looking for a challenging new role?  Catawba County Social Services is recruiting for an Eligibility Specialist III (Income Maintenance Caseworker III) to determine eligibility for Work First, assess client situation, develop/implement an outcome plan, and arrange services to assist with goals. ADDITIONAL INFORMATION:
  • Salary is negotiable for applicants who are fully qualified. (2 years or more of Income Maintenance experience, particularly in Work First)
  • In order to be fully qualified applicants must possess two years of experience in income maintenance eligibility in a Department of Social Services. However, trainees with at least one year of income maintenance eligibility experience may be accepted.  Trainee salary is $36,379.42.
RESPONSIBILITIES: 
  • Carries ongoing caseload and takes new applications on an Intake rotation schedule
  • Determines eligibility for all programs under Work First through interviewing applicants and collecting/verifying information
  • Completion of psychosocial assessment to evaluate client’s situation
  • Develop and implement outcome plan and realistic employment goals to obtain self-sufficiency and well-being
  • Coach clients to assist in meeting goals (ex: interview skills)
  • Provide and arrange supportive services to maintain employment-related activities and accomplish goals set in plan
  • Serve as broker, facilitator, mediator, and advocate for family in the community
  • Monitor client progress towards goals set in plan
  • Complete reviews on all active cases in all programs according to state/federal polices to determine on-going eligibility
  • Completion of verifications, reports, case notes, outcome plans, and other required documentation
  • Manage data in complex computer systems
  • Investigate possible fraud by use of collateral contacts, home visits, and computer inquiries
  • Work is done in office and through home, field, and other related agency visits
QUALIFICATIONS: 
  • Associate’s degree in Human Services, Business, or a closely related field and 2 years of experience as an Income Maintenance Caseworker; or
  • High School diploma or GED equivalent and 3 years of demonstrated experience with mathematical work and/or public contact involving interviewing, gathering, and compiling information, including 2 years of experience as an Income Maintenance Caseworker.
 ADDITIONAL RESQUIREMENTS: 
  • Valid driver’s license with a safe driving record

  • Ability to self-initiate, with strong organizational and multi-tasking skills
  • Strong computer skills
  • Capacity to learn and work quickly, and a strong will to learn and succeed
