Job Description

Description of Job Duties:    The primary purpose of this position is to manage and direct quality assurance and compliance review in programs throughout the agency, including but not limited to Medicaid, Food Assistance, and Special Assistance.  This position will have the total and complete responsibility for reviewing records, conducting audits, compiling data to reflect policy, standards and compliance trends and determining caseworker skills sets. This work includes independent research and analysis of all Federal, State and Local policy and procedure development, so that data tools can be gathered and developed by this position based upon observations and audit trends. This position will assist supervisors, managers, and the DSS Director in identifying needs of the agency, objectives, and strategies for work performance through the actual result of case reviews. This position will conduct and perform detailed analysis of cases by compiling individual and unit data, developing agency-wide reports, attending internal and external meetings and assisting in the implementation of standardized work methods. Once this position has performed ongoing comprehensive audits and identified areas of strengths and weaknesses, this position will make recommendations for corrective action and will heavily assist management in implementing those changes. Compliance in all eligibility programs is a must. This position will also be coordinating all federal, state and county audits in the eligibility programs.  This position will assist supervisor and/or conduct training sessions with individuals or groups on approval of supervisors. This position must exercise sound judgment as responsibilities include improving efficiency by independent review and evaluation to ensure that compliance issues/concerns within the organization are being appropriately evaluated and investigated.  This position will assist management in determining the manner in which problems can be resolved, applying corrective action plans, and completing ongoing monitoring. This position will develop operational guidelines/review tools and will conduct a large range of diverse audits of agency records, inspecting and/or investigating the quality of work and reviewing findings. Reviews will be conducted weekly, monthly, quarterly, and annually. Identified discrepancies/concerns will be shared with agency supervisors, Program Administrator and the DSS Director, along with any recommendations/action items. This position must have exceptional judgment skills as decisions could affect any potential future accreditations, licensure, and funding. Decisions by this position may affect program outcomes, service quality and the regulations of the program which can, in turn, affect funding. This employee will learn and use programs Compass Pilot and Compass Appointments (Compass Co-Pilot, if issued a DSS iPad) as required by position to do, but not limited to: request leave, schedule/receive appropriate appointments, set up virtual files, scan/retrieve documents, receive/send tasks.  Experience using Microsoft Office 2000 (Word, Excel, etc.) required.
Educational/Experience Requirements:
