Job Description

Duties and Responsibilities The Granville County Department of Social Services is seeking an IM Supervisor II to provide supervision, training, support, and leadership to income maintenance caseworkers providing services in one, or more of the following programs:  Medicaid, Food and Nutrition Services, Work First, Low Income Energy Assistance,  Crisis and Emergency Assistance, etc.  This position may supervise a unit involved with all eligibility functions (i.e., intake, processing, review), one or more eligibility functions, or Adult Medicaid programs characterized by a greater variety and complexity of guidelines, potential financial loss to the agency, client, or community, and have a greater impact upon the health status of the client.   The IM Supervisor must demonstrate sound judgement, work with minimal supervision, demonstrate administrative and technical problem solving skills, and partner effectively with other Supervisors.   Assist in the development of standard operating procedures, program analysis, and proactively identifies and resolves problem.   Responsible for developing long and short term goals, monthly reporting, evaluating data, and developing strategies for successful service delivery, customer service, and compliance with state and federal guidance and policy.   The IM Supervisor II instructs, assigns, reviews work, maintains standards, implements employee work plans, explains policies, and conducts performance appraisals. Program work is generally reviewed after the fact, through an analysis of quality assurance reports, and is performed independently, however employee would consult with a higher-level supervisor on major policy changes, administrative matters, or complex decisions.   The person in this positon may work outside of normal business hours, serves in disaster relief efforts, and will have other duties as assigned.  This position reports to the Income Maintenance Administrator.   Knowledge, Skills, and Abilities Considerable knowledge of all income maintenance programs, forms, and documents used in determining eligibility. Considerable knowledge of the use of the income maintenance manuals. Considerable knowledge of needs, problems, and attitudes of disadvantaged persons. General knowledge of all agency programs and services. General knowledge of community services and programs which could affect the client/applicant. General knowledge of the budget process. Good mathematical, reasoning, and computational skills. Ability to instruct, organize, direct, and supervise lower level employees. Ability to learn basic supervisory/management skills. Ability to communicate effectively with workers, supervisors, applicants, and community agencies to obtain pertinent data and to interpret rules and regulations. Ability to present information orally and in written form.   Minimum Training and Experience Requirements Three years of experience as a caseworker or investigator in an income maintenance program, preferably with one year of supervisory experience; or an equivalent combination of training and experience.
