Job Description

Performs intermediate advanced human support work coordinating adoptions, working with foster families to ensure children receive appropriate medical care, developing case plans, identifying and recruiting adoptive families, assisting adopting families with the legal process, coordinating child transition planning and counseling, preparing and maintaining files and records, and preparing reports.  An employee in this class coordinates child adoptions including recruiting adoptive families, assisting families with the legal process, coordinating the child transition process, and ensuring that children in foster care receive appropriate medical treatment and other needs. Work is performed under the limited supervision of the Social Worker Supervisor III and is evaluated by a review of records, reports, discussions, client feedback, and by observation.
DUTIES AND RESPONSIBILITIES:
  • Monitors children in foster care up for adoption; ensures that children receive regular medical care and that any other needs are met.
  • Provides regular reports to the court and participates in court hearing.
  • Develops case plans; conducts required reviews and child and family team meetings.
  • Oversees the adoption legal process.
  • Monitors adoptive family caseload of families seeking to adopt; conducts assessments of prospective adoptive families; provides training; assists families in identifying a child or children who meet their adoption request and assists the adoptive family with the legal process; coordinates child placement transition planning and counseling as needed.
  • Prepares reports and other types of correspondence; prepares and maintains files and records.
  • Assists the Clerk of Court in conducting home studies for private, step-parent, and relative adoptions; prepares and submits required documents to the court; contracts with families for preparation of pre-placement assessments for private adoptions.
  • Enters a variety of data into computer system.
  • Attends meetings as required.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Thorough knowledge of County and department policies and procedures.
  • Thorough knowledge of applicable local, Federal, and State laws, rules, and regulations.
  • Thorough knowledge of community resources.
  • Thorough knowledge in operating standard office equipment and associated software (e.g. Compass).
  • Thorough knowledge in preparing reports and other types of correspondence.
  • Ability to perform, organize, and prioritize work independently.
  • Ability to communicate effectively orally and in writing.
  • Ability to analyze facts and to exercise sound judgment in arriving at conclusions.
  • Ability to make arithmetic computations using whole numbers, fractions, and decimals.
  • Ability to compute rates, ratios, and percentages.
  • Ability to understand and apply governmental accounting practices in maintenance of financial records.
  • Ability to perform multiple tasks simultaneously with a high degree of accuracy.
  • Ability to articulate program policies accurately and professionally even in adverse situations.
  • Ability to establish and maintain working relationships with clients, attorneys, judges, placement providers, service providers, associates, and the general public.
EDUCATION AND EXPERIENCE:
Graduation from a college or university with a degree in human services, social work, or related field and moderate experience in human services; or an equivalent combination of education and experience. Complete NC Child Welfare Pre-Service, Adoption, and Foster Home Licensing training within one year of hire. Valid North Carolina driver’s license.
