Apply online at https://carteret-apply.pdsvista.com The Job Description General Statement of Duties Performs intermediate advanced human support work receiving and evaluating complaints involving adult abuse, neglect, or exploitation, completing required application for services, counseling and assisting clients, determining available programs and services, providing services to clients, collaborating with community service providers to meet the needs of clients, preparing and maintaining files and records, and preparing reports. Distinguishing Features of the Class An employee in this class receives and records reports from the general public of adult abuse, neglect, or exploitation. Work involves interviewing and determining eligibility for services and developing service plans. Work also involves determining if reported incidents meet the legal definition of abuse, neglect, or exploitation, providing supportive counseling to clients, making referrals and coordinating with outside community agencies for the provision of assistance and services, and notifying law enforcement for reports alleging criminal acts. Work is performed under the limited supervision of the Social Worker Supervisor III – Adult Services and is evaluated by a review of records, reports, discussions, client feedback, and by observation. Duties and Responsibilities Essential Duties and Tasks • Receives telephone inquiries and/or meets with clients, concerned citizens, family members, and other professionals regarding concerns pertaining to adult neglect, abuse, or exploitation. • Determines if reported incidents meet the legal definition of abuse, neglect, or exploitation. • Determines capacity to consent to services; obtains service authorization if services are needed. • Interviews applicants for assistance to determine their eligibility; researches and verifies information provided by applicants. • Develops service plans; coordinates and mobilizes essential services; reassesses and updates service plans as needed. • Provides supportive counseling and makes referrals to other community services or agency services. • Communicates, educates, and provides technical support to residents, families, service providers, and other stakeholders pertaining to programs and services; advocates for participants and families unable to do so for themselves. • Prepares reports and other types of correspondence; maintains case logs; prepares and maintains files and records. • Notifies law enforcement for reports alleging criminal acts. • Enters a variety of data into computer system. • Serves in an on-call capacity for Adult Protective Services as needed. • Attends meetings as required. Recruitment and Selection Guidelines Knowledge, Skills and Abilities • Thorough knowledge of County and department policies and procedures. • Thorough knowledge of applicable local, Federal, and State laws, rules, and regulations. • Thorough knowledge of the techniques and means of interviewing, counseling, and investigating. • Thorough knowledge of community resources for social services. • Thorough knowledge in operating standard office equipment and associated software (e.g. Compass, ARMS, etc.). • Thorough knowledge in the use of the equipment required for the position (e.g. wheelchair, walkers, etc.). • Thorough knowledge in preparing reports and other types of correspondence. • Ability to conduct interviews and investigations. • Ability to perform, organize, and prioritize work independently. • Ability to communicate effectively orally and in writing. • Ability to analyze facts and to exercise sound judgment in arriving at conclusions. • Ability to make arithmetic computations using whole numbers, fractions, and decimals. • Ability to compute rates, ratios, and percentages. • Ability to perform multiple tasks simultaneously with a high degree of accuracy. • Ability to articulate program policies accurately and professionally even in adverse situations. • Ability to establish and maintain working relationships with clients, service providers, court, law enforcement, government officials, vendors, physicians, civic organizations, charitable organizations, associates, and the general public. Physical Requirements • Work requires the occasional exertion of up to 50 pounds of force to move objects. • Work regularly requires sitting, standing, walking, using hands to finger, handle, or feel, speaking or hearing, and repetitive motions, occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling, and lifting. • Work has standard vision requirements. • Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly, or quickly. • Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound. • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or parts within arms-length, operating machines, operating motor vehicles or equipment, and observing general surroundings and activities. • Work occasionally requires exposure to wet, humid conditions (non-weather), outdoor weather conditions, working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme heat (non-weather), exposure to extreme cold (non-weather), and exposure to the risk of electrical shock. • Work occasionally requires wearing a self-contained breathing apparatus. • Work occasionally requires exposure to blood borne pathogens and may be required to wear specialized personal protective equipment. • Work frequently requires exposure to bed bugs, other pests, and animals. • Work frequently requires exposure to structural damage and un-kept yards. • Work requires interacting with clients who have mental health issues. • Work is generally in a moderately noisy location (e.g. business office, light traffic). Desirable Education and Experience Graduation from a college or university with a degree in human services, social work, or related field and moderate experience in human services and counseling; or an equivalent combination of education and experience. Special Requirements Complete Adult Protective Services Modules I & II training within one year of hire. Valid North Carolina driver’s license.
