Job Description

The primary purpose of this position is to provide guidance in the form of training, quality assurance reviews and demonstration of technical expertise in the SCCA program as a lead worker within the Child Care unit. This position will also serve as a liaison between the Department of Social Services and child care providers receiving subsidy payments. Additionally, this position will manage under and over payments, maintain employee cases and assist with vacant caseloads.    Knowledges, Skills, and AbilitiesThis position requires extensive knowledge of the laws, regulations and policies which govern the Subsidized Child Care program and continued learning to remain current on policies, the NC FAST system and all associated systems used within Child Care; quality assurance program practices, tools and techniques; and the methods and principles of casework supervision, training and administration.  The employee in this position should have the ability to exercise judgement and discretion in interpreting and applying quality standards, policies and procedures; concentrate and perform inspections with great attention to detail, learn the program area of assignment and all agency programs and services which could affect the client/applicant; and the ability to analyze and comprehend a variety of technical and administrative regulations, records and reports. Employee in this position must possess considerable knowledge of social work principles, techniques and practices and their application to specific casework and community concerns.  Considerable knowledge of behavioral and socioeconomic problems and their treatment and governmental and private organizations and community resources. Considerable knowledge of the laws, regulations and policies which govern social work programs.  Ability to train and orient lower-level social workers, students, interns or other staff. Minimum Education and Experience: Bachelor’s degree from an accredited school of social work and one year of social work or counseling experience; or four-year degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and two years of social work or counseling experience; or graduation from a four-year college or university and three years of experience in rehabilitation counseling, pastoral counseling, or a related human services field providing experience in the techniques of casework, group work, or community organization; or an equivalent combination of training and experience.  **Directly related experience is defined as human services experience in the areas of case management, assessment and referral, supportive counseling, intervention, psycho-social therapy and treatment planning.
