Job Description

The Alamance County Department of Social Services is seeking qualified applicants for the position of Child Support Supervisor II. The position will provide direct supervision to a work team of child support agents. The Supervisor of the Child Support Establishment Unit is responsible for the day-to-day operations within the unit including but not limited to the supervision, administrative and personnel duties as well as technical support and problem resolution in collaboration with a wide array of community professionals including but not limited to: judicial and law enforcement, community resource agency service providers, employers, etc.  Applicants must have advanced knowledge and experience in the child support program as well as broad knowledge of legal and judicial matters relating to child support programs. Planning—Plans work operations, sets priorities and deadlines, establishes goals for program; determines needed staffing, office space and equipment, providing justification to management. Works closely with staff, peer supervisors, agency leadership team and state office representatives. Organizing and Directing—Establishes work assignments within the team; makes changes in workflow design and procedures as well as conducts ongoing evaluation to recommend changes in policies and procedures as needed. Researches and consults with attorney and legal staff for interpretation and direction on court proceedings as well as legal matters and other relevant issues in consult with Child Support Supervisor III and/or Program Manager. Budgeting—Compiles statistics and data along with projected collection rates to management for annual budgeting as well as presenting items within the budget year for which there may be financial implications impacting current budget. Performance Management—Compiles and evaluates monthly data from county/ state to assure team is meeting or exceeding self-assessment and incentive goals. Training—Designs training materials and evaluates training needs for new and on-going staff, sharing policy/legal updates with staff. Setting Work Standards—Establishes, develops and revises work standards for the program based on need/workload and to assure program compliance with laws, statutes and regulations. Personnel, Counseling and Disciplinary -Ongoing evaluation of staff performance; handling disciplinary matters and providing ongoing counseling and coaching of staff. Knowledges, Skills, and Abilities:
  • Thorough knowledge of Child Support Establishment Program, related legal procedures, judicial operations;
  • Considerable knowledge of office management practices and procedures;
  • Considerable knowledge of supervisory practices and management techniques.
  • Skill in interviewing techniques, investigating, and analyzing case variables.
  • Ability to organize and summarize case information.
  • Ability to represent program in oral and written forms.
  • Ability to plan, direct, monitor and develop the program and supervise staff.
Minimum Education and Experience: Graduation from high school plus five years of experience in investigative, judiciary, eligibility, attorney's office or related work which provides the knowledge, skills, and abilities needed to perform the work, including one year of Child Support experience; or four year degree plus two and one half years of work experience in the Child Support Establishment Program: or Associate of Arts Degree in business, human resources, law enforcement or closely related field and three, years of experience in investigative, judiciary, eligibility, attorney's office or related work, including one year of Child Support experience.
