Job Description

Primary Purpose The higher level positions in Accounting are responsible for assuring daily activities comply with all County and State requirements, meet all established deadlines and follow all established agency fiscal procedures.  These include handling assignments directly and providing oversight and consultation to other staff.  Employee must be able to perform all activities in Accounting Unit so as to provide coverage when absences occur.  Employee is expected to analyze situations and resolve problems or discrepancies in a consistent, fiscally sound manner.  Performing these duties requires understanding of a very complex budget and reporting system. Essential Functions 65% Financial Reporting / Reconciliation
  • Interprets and utilizes (1) State Fiscal Manual to apply laws and regulations governing financial records and (2) County Cost Allocation Plan to properly allocate to other staff.
  • Independently determines reimbursable vs. non-reimbursable expense items.
  • Reviews all expenditures for proper charging.
  • Determines proper reporting from a variety of reimbursement report possibilities.
  • Interprets and applies regulations for compliance with all Non-1571 funding sources.
  • Handles the responsibilities of all other positions within the accounting unit as needed.
  • Knowledge of specialized DSS bookkeeping procedures as needed to maintain a variety of complex sets of books.
  • Analyzes financial statements monthly to conform with State, DSS and contract policy. This position is responsible for balancing the County Issued bank statement monthly.
  • Considerable judgment required:  Thorough knowledge of Microsoft Excel is needed to understand, utilize and update a variety of complex and sophisticated budget and accounting spreadsheets to maintain compliance with constantly changing fiscal rules, regulations, policy and funding.
  • Knowledge of the Day Sheet code matrix, transportation systems, Financial Statement, County Finance Accounting System and Federal Schedule of Assistance.
  • Understanding of the County appropriations used for annual proposal and budget adjustments.
20% Auditing / QC Reviews financial statements for a variety of funding streams quarterly.  Reports are created with pertinent information and routed to Administrative Officer, Management Team and Director.  These reports include recommendations to increase or decrease spending, staff time involvement and/or budget revisions when needed to meet contract compliance or budget projections.  Develops Advance Planning Documents or Acquisition Plans as needed for equipment purchases.  Acquires prior State Approval requests when mandated by Fiscal Manual Policy.  Submit annual reports subject to audit review. 10% Annual Budget Proposal Assists Director, Administrative Officer and Program Managers in the formulation of the County and State annual budget.  Monitors monthly expenditures to align with budget as projected.  Makes recommendations to help control over/under spending situations. 5% Other Duties As Assigned By Supervisor The position also assists in disaster relief efforts that includes but is not limited to shelter duty. Assignment to emergency shelter duty during times of potentially dangerous or manmade disasters is an essential function of this position and you shall be required to fulfill these duties when instructed. Minimum Education and Experience Graduation from high school including or supplemented by basic courses in bookkeeping or accounting and four years’ experience in bookkeeping or accounting clerical work in an accounting office; or an equivalent combination of education and experience. (Graduation from a four year college or university with a major in business administration may be substituted for the required experience; or a two year degree in business administration or accounting from a community college or business college may be substituted for three of the four years’ experience; or completion of a one year course including or supplemented by courses in bookkeeping or accounting may be substituted for two years of the required experience.)
