The Job
Carteret County Government’s Department of Social Services is seeking a Social Work Supervisor II to join the team. This role supervises a multi-faceted team that includes Child & Adult Protective Services intake/screening, emergency intake, non-emergency Medicaid transportation, & child welfare clerical staff. The team functions as the resource and liaison to the community, particularly for general resources and assistance. General Statement of Duties
Performs difficult advanced human support work coordinating and supervising service programs, training, and social work staff, assigning cases and managing caseload, collaborating with community service providers to meet the needs of clients, overseeing the preparation and maintenance of files and records, and preparing reports.
Distinguishing Features of the Class
An employee in this class coordinates and supervises various social services programs. Work involves ensuring the proper administration of various programs, ensuring compliance with applicable Federal, State, and local laws, rules, and regulations, monitoring program expenditures, surveying and developing programs, coordinating with outside community agencies for the provision of assistance and services, and interpreting policies and procedures. Work is performed under the limited supervision of the Human Services Director and is evaluated by a review of records, reports, discussions, client feedback, observation, and overall quality of work. Continuous supervision is exercised over the Social Worker II, Social Worker III, and CAP Case Managers.
Duties and Responsibilities
Essential Duties and Tasks
• Monitors the work of staff through case reviews, progress reports, conferences, and informal discussion to ensure compliance with operational standards and applicable State laws, rules, and regulations.
• Addresses participant or citizen issues received by telephone, electronically, letter, or in person.
• Analyzes and monitors the Subsidized Child Care and Level II In-Home Aide expenditures; completes required reports for both programs.
• Reviews and processes billing for Level II In-Home Aide, Work First Employment Services, and transportation.
• Completes referrals for various programs and assigns as appropriate.
• Prepares request for bids and contracts; obtains appropriate signatures; monitors compliance.
• Maintains and distributes surveys; updates program waiting lists; assigns cases from waiting lists as appropriate.
• Networks with the supervisory team and community partners through monthly meetings, emails, and community events and presentations including shelter duty preparation and management.
• Prepares reports and other types of correspondence.
• Maintains and updates various spreadsheets.
• Participates in training; reviews and shares new program or partner information and policies.
• Enters a variety of data into computer system.

Physical Requirements
• Work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force to move objects.
• Work regularly requires sitting, walking, speaking or hearing, using hands to finger, handle, or feel, and repetitive motions, occasionally requires standing, reaching with hands and arms, and pushing or pulling.
• Work has standard vision requirements.
• Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly, or quickly.
• Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
• Work requires preparing and analyzing written or computer data, operating motor vehicles or equipment, and observing general surroundings and activities.
• Work occasionally requires exposure to outdoor weather conditions and exposure to fumes or airborne particles.
• Work occasionally requires exposure to blood borne pathogens and may be required to wear specialized personal protective equipment.
• Work requires interacting with clients who have mental health issues.
• Work is generally in a moderately noisy location (e.g. business office, light traffic).
Desirable Education and Experience
Graduation from a four-year college or university with a degree in human services, social work, or related field and considerable experience in social work and human services; or an equivalent combination of education and experience.
Special Requirements
Complete Social Security/IRS Security training within six months of hire.
Valid North Carolina driver’s license.
