Position Summary
Youth & Family Services (YFS) is currently seeking a Senior Quality and Training Specialist within the Division’s Continuous Quality Improvement (CQI) team. The incumbent is mainly responsible for reviewing work products to ensure quality, preparing reports, and keeping records on employee and department performance, providing highly technical training to employees. This position collaborates with NC Department of Health and Human Services, YFS Policy and Practice Model team as well as the YFS Training team to ensure equitable and quality processes meet operational standards to enhance service delivery and mitigate safety and risk.
Special Requirements
The incumbent will be part of the Continuous Quality Improvement (CQI) team which provides support to the Youth & Family Services (YFS) Division in areas such as quality sampling of cases for all services areas within YFS, review and preparation of reports in cases involving child fatalities as well as high profile media cases in Mecklenburg County that have any DSS/YFS history. As a result of the team’s expertise on related policies and procedures, the team also collaborates extensively with internal staff, state and federal partners in regard to sensitive information and various projects.
The ideal candidate would have demonstrated the following:
- Experience in Child Welfare and strong understanding and knowledge of North Carolina Child Welfare policy.
- Superior ability to work as part of a team as well as independently and adapt to various competing demands while demonstrating the highest level of attention to detail.
- Proven ability to maintain objectivity and handle confidential information with discretion.
- Exceptional written and verbal communication skills as position requires interaction with internal staff, state and federal partners in regard to sensitive information.
- Advanced skills in Microsoft Outlook, Excel, Word, PowerPoint skills, basic web principles and preferably knowledge and skill in use of Child Welfare electronic records.
- Develop, conduct, and evaluate technical training sessions and programs.
- Evaluate trainee performance.
- Provide training recommendations.
- Monitor, evaluate, or record training activities or program effectiveness.
- Offer specific training programs to help workers maintain or improve job skills.
- Assess training needs through surveys, interviews with employees, focus groups, or consultation with managers, instructors, or customer representatives.
- Develop alternative training methods if expected improvements are not seen.
- Organize and develop, or obtain, training procedure manuals and guides and course materials such as handouts and visual materials.
- Present information using a variety of instructional techniques or formats, such as role playing, simulations, team exercises, group discussions, videos, or lectures.
- Evaluate analytical methods and procedures to determine how they might be improved.
- Identify quality problems and recommend solutions.
- Participate in internal assessments, audits and quality reviews as required.
- Work collaboratively amongst the Staff Development team with the Policy and Practice Model team and Training team
- Master’s degree preferred
- Child Welfare experience strongly preferred
- Experience in multiple child welfare areas strongly preferred
- Development and evaluation of valid and reliable qualitative research
- Principles, practices, methods and theories of training and employee programs.
- Adult learning theories and of training and development principles, practices and methods.
- E-learning and other technological solutions and the ability to effectively use these platforms to develop and deliver training.
- Strong project management and organizational skills to plan, prioritize, multi-task and independently execute projects/tasks with specific deadlines while maintaining flexibility.
- Excellent analytical and research skills as demonstrated by the ability to collect, develop, assess and blend information and recommendations from a wide variety of sources.
- Strong critical and creative thinking skills to assess and resolve problems or issues by gathering and assessing information, taking advice and using judgment that is consistent with standards, practices, policies, procedures, regulations and/or laws.
