Job Description

Primary Purpose  
The primary purposes of the Staff Development III position:
To plan, design, implement, coordinate, conduct, and evaluate a flexible agency training program based on the training needs of the DSS staff of approximately 200 employees.  To deliver program-related training for all agency staff, with a primary emphasis on providing in-service training for the social workers and supervisors in Adult and Child Protective Services. This position serves as a mentor for new social workers. To provide annual compliance training for all DSS staff.  To completed Internal reviews of Child Welfare programs and audit preparations.
  Essential Functions  
This employee is responsible for the development & implementation of the DSS Annual Training Plan.  The position has the primary responsibility for agency-wide planning, coordinating, evaluating, and implementing of staff development activities for DSS. (10% of employee’s time):
  •  Sets the broad objectives for agency training programs;
  • Serves as the leader for the agency’s training team of supervisors and program managers;
  • Is responsible for coordinating training efforts with supervisors and program managers within the agency and with state trainers to strengthen and expand the knowledge of agency staff;
  • Arranges and /or conducts training for DSS employees in a variety of occupational groups such as clerical, technical, para-professional, and professional staff to enhance technical, professional, administrative, and management skills of DSS staff;
  • This employee must consider the role and benefits offered by existing training;
  • This position receives guidance from the Agency Deputy Director, Director (this position’s direct supervisor), agency supervisors, and program managers in order to develop an effective training plan to meet the needs of current staff through advanced training and to meet the needs of new staff for orientation to the job;
  • This position is responsible for obtaining commitment from trainers to deliver the approved training and to secure dates, locations, and times for the training sessions.
Social Work In-Service Training: (45% of employee’s time)
This position is responsible for the development, implementation, delivery, and coordination of In-Service program-specific training for agency social workers and supervisors in Adult and Child Protective Services and Work First Employment Services.
  • Arranges and /or conducts in-service training intended to enhance technical, professional, administrative, and management skills of agency social workers and supervisors:
  • Serves as a mentor for new social workers by modeling interviewing, investigation, documentation, and counseling techniques during home visits;
  • Provides training on new standards, policies, and procedures.
  • This position arranges, coordinates, and/or provides remedial training to address any deficiencies identified in reviews completed by unit supervisors, program managers, state program staff, auditors, monitors, or other outside reviewers.   Employee uses the Child and Family Services Review Tools and other agency or state-developed tools to design remedial training for agency staff.
Annual Compliance Training for DSS Staff: (10% of employee’s time)
  • This employee is responsible for planning, designing, arranging, coordinating, and/or delivering annual compliance training for all DSS staff.   DSS provides Annual Compliance Training each fall.
  •  The training is a combination of classroom and on-line courses.
  • Annual Compliance training includes discussions of DSS programs and services, DSS functions and procedures, compliance requirements related to ADA, Civil Rights, Confidentiality, FMLA, HIPAA, OSHA, and other state or federal laws related to DSS, county and agency rules, regulations, policies, and protocols, field and office safety, office etiquette, DSS ethics, and security of agency computer systems and networks.
 Program-Related Training for DSS Staff: (5% of employee’s time)
  • This employee has responsibility for coordinating program-related training for Child, Income Maintenance Case Managers, Accounting staff, and DSS Administrative staff to ensure that staff receives the training necessary to perform assigned tasks and responsibilities in an efficient and effective manner.  Unit supervisors have primary responsibility for delivering program-related training for staff assigned to the unit.
  • This employee develops, delivers, and/or coordinates remedial training to address deficiencies identified through reviews conducted by unit supervisors, program managers, auditors, monitors, or state program representatives.
Staff Development Training Database: (5% of employee’s time)
  • This position will maintain a training database containing a listing of the training activities of staff members.  Employee uses this database to determine which trainings staff are using, to assess future agency and individual training needs, and to prepare the upcoming training calendar.  This will include the tracking and training logs of the state mandated 24 hour training for Child Welfare Social Workers and assisting Supervisors with registration when needed.
 Managing a Bank of Training Resources within the agency: (5% of employee’s time)
  • This position must have knowledge of external trainers, consultants, and contacts that may be beneficial for specialty training topics.  These resources may be utilized for agency meetings and functions.
  • Employee maintains the DSS training library.
 Preparing a budget: (2% of employee’s time)
  • This position prepares and submits an annual budget recommendation to the Agency Director each year when requested.  This involves completing an annual training budget request for the DSS Director’s consideration.
  • Employee must consider cost effectiveness of requests before submission for the Director’s consideration.
  • This employee must evaluate training supplies, materials, equipment, and access future training needs.
  • This position is responsible for proper utilization of budgeted items throughout the fiscal year.
Coordination and Arrangement of Training Locations: (3% of employee’s time)
  • This position is responsible for making necessary arrangements to secure training locations, since space limitation does not allow all trainings to be conducted at DSS.   The agency uses conference rooms and facilities in other organizations, companies, businesses, and churches to provide scheduled training.
  • Advance arrangements must be made regarding the number of persons attending the training, set-up needed, dates, times, and other specific information to ensure that trainees are given proper notification and to ensure the availability of necessary space and equipment.
 Information Sharing: (2% of employee’s time)
  • This position serves as a resource for other DSS trainers.
  • This position consults with all agency supervisors, program managers, the Director and the DSS Director regarding the professional development needs of DSS staff to ensure that adequate training is being provided and used.
Public Relations / Community Relations: (3% of employee’s time)
  • This position has responsibility for establishing and maintaining an effective working relationship with community resources that can assist with training locations and provide external training consultation based on agency needs.
  • This employee must have the ability to comprehend information learned and educate agency staff through advanced information sharing.
  • This position attends Train the Trainer (TOT) sessions when provided by DHHS for DSS programs and services, so that the training can be brought back to DSS staff. This employee must have the ability to comprehend information presented and adapt the information to fit the various learning styles of DSS staff.
Disaster Shelter Management: (5% of employee’s time)
  • The position also assists in disaster relief efforts that includes but is not limited to shelter duty. Assignment to emergency shelter duty during times of potentially dangerous or manmade disasters is an essential function of this position and you shall be required to fulfill these duties when instructed.
 Other duties as assigned by the DSS Director. (5% of employee’s time)
  • The position adheres to other duties assigned by the Deputy Director and/or Director at their discretion.
  Minimum Education and Experience  
Bachelor’s Degree from an accredited four-year college or university and three years of experience in a progressive training or teaching role and at least two years experience with social work or counseling.  Experience must also include organizing training events, assessing needs, counseling and evaluating sessions; or an equivalent combination of education and experience.
