Job Description

Clinical & Contractual Services provides technical assistance and consultation to Health & Human Services departments which includes behavioral health clinical consultation, nurse case management, and contract operations.  CCS is responsible for providing guidance, knowledge, and expertise to each human services DSS division specific to medical and behavioral healthcare issues related to families, children, and adults served by DSS divisions.  
Position Specific Information
The Clinical & Contractual Services Division Director provides leadership to the Clinical Director, Nurse Manager, and Vendor Manager and makes decisions on day-to-day operations.  This director level position is responsible for the delivery of services which will address the changing demands and needs of client populations in the divisions of Family Support Services, Adult Services, Economic Self-Sufficiency, Community Health, Child Welfare, other County departments and the community at large.   The CCS Division Director’s duties include being responsible for the management and delivery of consultative behavioral health and nursing services to our customers within DSS, including contract and invoice management and consistent communication with the MCO/NC Medicaid Children and Families Specialty Plan to ensure customers are connected to needed services.  This position provides oversight of clinical consultation regarding service delivery to identified clients with potential behavioral health, intellectual/developmental disability, substance abuse, and/or violence and trauma exposures.   This position is also responsible for all aspects of clinical programs, planning, budgeting, staffing, and performance. Provides oversight of the clinical consultative process, supports the staffing of complex needs cases, and collaborates directly with Youth and Family Services (YFS), Services for Adults (SFA), and MCO/NC Medicaid Children and Families Specialty Plan team members and care managers to address customer and team needs.  This position also works on special behavioral health projects such as the implementation of evidenced based practices, data management and increasing access to services for residents.
Minimum Qualifications
Experience:  Minimum of six years of progressively responsible experience in clinical social work, counseling or related field and one year of supervisory experience.
Education:  Bachelor's degree in a related field.

Licenses and Certifications
·       May require a valid North Carolina or South Carolina Driver's License
·       May need to obtain and maintain a Mecklenburg County Driving Privileges
·       May require licensure as a behavioral health professional
 
Preferred Qualifications
·       Masters, MBA, or doctorate degree preferred.
·       North Carolina Licensed Clinical Social Worker (LCSW); Licensed Clinical Addiction Specialist (LCAS), Licensed Psychological Associate (LPA), Licensed Clinical Mental Health Counselor (LCMHC), or Licensed Psychologist (LP/PsyD/PhD).
  • Ten (10) years of direct service experience in Behavioral Health, Mental Health, and/or Substance use in a government or non-profit agency.
  • Five (5) years of management and supervisory experience in government in areas of clinical and provider relations.
  • Proficiency in contract development, performance measurement and monitoring skills.
  • Knowledge of philosophy and concepts of integrated care between primary health care and behavioral health care and the application of those within county departments and community providers.
  • Knowledge of the philosophy and concept of service, support, and treatment of evidence based best practices and trauma informed care for consumer groups.
  • Knowledge of Medicaid billable services and the service continuum
  • Knowledge of child welfare and adult guardianship
  • Knowledge of consumer populations served across departments within a consolidated human services agency.
  • Knowledge of organizational development principles and concepts of organizational culture.
