Job Description

Job Purpose Alamance County Department of Social Services is in search of a candidate to assist their HR Manager with day-to-day operations in managing the agency's personnel system for approximately 220 full-time employees and 23 part-time employees to include recruitment assistance, compiling leave records, maintaining accuracy in Kronos, complete and submitting payroll. Responsibilities
  • Completes processes necessary to fill vacant positions to include scheduling interviews, confirming with all applicants, contacting reference and verifying employment on prospective applicants.
  • Manages and stores new Performance Evaluation forms, calculating and adding salary when applicable, returning to appropriate personnel, sending signed copies to the County HR office and providing employee with a signed copy.
  • Manages the NeoGov web site, sending qualified applications to appropriate Program Managers.
  • Maintains HR spreadsheets for current vacancies and master list of all current employees.  Creates new spreadsheets as requested by Management.
  • Responsible for processing paperwork for leave, salary changes, tracking LWOP hours, completing payroll for full-time employees and part-time employees of the agency, payroll for the disaster and FEMA, and delivering it to the county HR office.
  • Serves as agency’s Kronos expert and provides technical and operational guidance to other employees regarding Kronos; adds appropriate codes as needed for emergency management incidents.
Skills & Abilities Education & Experience:  Graduation from high school and six years of progressively responsible administrative work including at least one year of technician-level experience directly related to the functional area(s) of assignment (Human Resources) including the application and interpretation of policies and procedures; or graduation from a four year college or university and two years of technician-level experience directly related to the functional area(s) of assignment (Human Resources) including the application and interpretation of policies and procedures; or an equivalent combination of training and experience. Prior experience with interpreting, applying and communicating a variety of policies, procedures and regulations. Prior knowledge of personnel policies and procedures, preferably of the program area of assignment and of agency or institution programs and organization; general knowledge of the occupational areas to which assigned and position classification methods and techniques (Position Analysis); some knowledge of staff development and training principles and techniques; ability to communicate effectively in a group setting (Staff Training/Development). Computer Skills:  Proficient in MS Office (Excel, Word and PowerPoint Experience). Experience working with an HRIS (preferred). Prior experience in Munis, Kronos, NeoGov or other payroll, HRIS and timekeeping systems preferred. License/Credentials: Possession of a valid NC driver's license with a qualifying driver's record to be able to drive county owned vehicles. Preferred Qualifications: Local government Human Resources and/or NC OSHR experience.
