Job Description

Primary Purpose The primary purpose of this position is to provide second shift and on call coverage for the Craven County Department of Social Services after regular work hours which includes weekends, holiday and inclement weather. Primary coverage will include Child Protective Services, Adult Protective Services and Foster Care. Essential Functions  
  • The work is performed within the Child and Family Services Team with consultation from Adult Services on Adult Protective Service cases.
  • Meet all federal, state and county policies in the provision of APS and CPS intake and initiation; provision of foster care service and other assigned duties. To stay abreast of and comply with all changes in program policies, laws and regulations.
  • To receive, document & respond to protective service reports. that are received from the general public and professionals who suspect child or adult maltreatment.
  • Initiate accepted reports of child abuse, neglect or dependency within mandated time frames based on the screening tools.    Make visits and contacts for other open CPS, APS and Foster Care cases as assigned.
  • Respond to emergencies regarding foster children or foster homes.  Consultation may be requested from the assigned social worker or supervisor for the child.
  •  Worker will maintain contact with the On Call Supervisor daily to screen reports, notify when going into the field to perform duties, etc. Worker will seek guidance and direction from assigned/appropriate supervisor or manager.
  •  Document all work performed during “on call” hours and email it to the agency before the beginning of the next work day.
  • Complete the Initial Kinship Placement Assessment including checking and reviewing CPS history, Central Registry and criminal records on possible kinship placement providers if it is determined that a child cannot remain at home safely and a kinship placement is available during after hours. On Call Supervisor must be appraised of safety plans and kinship placements
  • Consult with management and complete and file petitions and other initial required paperwork to initiate Juvenile Court action when children cannot safely remain with their family.  This may subsequently include testifying and providing written or oral recommendations to the Court.
  • Assist with case staffing, Child & Family Team Meetings and Intra Agency reviews as needed.
  • Demonstrate mutual respect, empathy, genuineness and trust with other workers, management and families.
  • The worker is required to attend all state mandated training as well as complete annual 24 hours mandatory training..
  • To use the internet for current forms, policies and procedures
  • This position also assists in disaster relief efforts that includes but is not limited to shelter duty. Assignment to emergency shelter duty during times of potentially dangerous or manmade disasters is an essential function of this position and you shall be required to fulfill these duties when instructed. Position may perform other duties as assigned by the Social Work Supervisor III, Social Worker Program Administrator I, Social Work Program Manager, Director, and Deputy Director.
  Minimum Education and Experience  
 1)   Master’s degree from an accredited school of social work and one year of  social work experience or
 2)   Bachelor’s degree from an accredited school of social work and two years of social work or counseling experience; or
 3)   Master’s degree in a counseling field and two years of social work or counseling experience; or a four-year degree in a human services field or related curriculum and three years of social work or counseling experience; or
 4)  Graduation from a four-year college or university and four years of experience in rehabilitation counseling, pastoral counseling or
 5)   A related human service field providing experience in the techniques of casework, group work or community organization; or
 6)  An equivalent combination of training and experience.
 One year of work experience can be credited for completion of the social work collaborative.
