Position:       Income Maintenance Caseworker I – Medicaid Transportation Unit Position #5310-450-16, Permanent Full-time   Salary:           Grade 63        $39,537 - $55,569 if qualified for IMC-I     Application Period:            August 8, 2023 – August 17, 2023   NC FAST Experience Preferred   JOB DUTIES: Employees in this position support Medicaid program goals and objectives through the authorization and coordination of medical transportation services.  They ensure compliance of their decisions with all related regulations and requirements. They clearly explain their services, decisions in relationship to State and Federal Medicaid program transportation requirements, laws, regulations, coverage, benefits and procedures to clients, vendors and medical care providers. Duties include the responsibility to determine and/or re-determine eligibility of applicants/recipients requesting Medicaid transportation; authorize and coordinate Medicaid client transportation to and from medical care and treatment for all eligible Medicaid clients that request this service; foster improved access to care for clients; assure compliance of services with program requirements; provide detailed program information; confer with medical care and transportation providers and clients to ensure appointment and transportation to their appointment has been arranged; and perform verification of appointments based on percentage of trips. Employee is required to open or assist in the operation of a community shelter in the event of an emergency.   KNOWLEDGE, SKILLS & ABILITIES:  Excellent computer skills with precise attention to data entry is required as position utilizes complex web based programs, software programs and document management systems including NCFAST, NCTRACKS, Daysheets, Filemaker, Northwoods and others.  Ability to analyze and interpret current State and Federal program regulations and requirements relative to the Medicaid transportation program; complete mathematical computations and documentation; collaborate with service providers and exercise independent judgment when necessary.  Ability to provide outstanding customer service; analyze a variety of factors and make sound decisions.  Ability to exercise good listening skills; use clear, persuasive and convincing communication; and diffuse confrontational situations.  Willingness to develop a good understanding of the problems and needs of individuals who are economically disadvantaged, mentally or physically ill, have a disability, and/or are substance abusers.  Ability to take on additional workload when other coordinators are absent.   MINIMUM TRAINING & EXPERIENCE: Graduation from an accredited Associate Degree program in Human Services Technology, Social Services Associate, Paralegal Technology, Business Administration, Secretarial Science, or a closely related curriculum; or graduation from high school and two years of paraprofessional, clerical, or other public contact experience which included negotiating, interviewing, explaining information, gathering and compiling of data, analysis of data and/or performance of mathematical or legal tasks with at least one year of such experience being in an income maintenance program; or graduation from high school and three years of paraprofessional, clerical or other public contact experience which included negotiating, interviewing, explaining information, the gathering and compiling of data, the analysis of data and/or the performance of mathematical or legal tasks; or an equivalent combination of training and experience.   APPLICATION PROCESS: All applications must include a signed State Application for employment (PD 107 located on the Ashe County website), a cover letter, resume, and a copy of transcript from the institution where the applicant received the highest degree.
