Job Description

Primary Purpose

The primary purpose of this position is to function with a great deal of independence and responsibility for performing a variety of complex tasks and functions in the Medicaid programs which include performing two or more functions in Long-Term Care (LTC) and Community Alternatives Program (CAP), and Special Assistance (SA) Programs. The position is to interview, gather information, assess situations, take and process applications, reapplications, recertifications, and changes based on manual policy.

Essential Functions

95% Eligibility Determination · Ability to compute complex equations using information technology as well as, addition, subtraction, division, multiplication, and percentages. · Ability to use information technology to enter client information, determines eligibility, and enters documentation. · Ability to apply analytical thinking and deductive reasoning to arrive at reasonable judgments. · Ability to interpret and apply county, state, and federal regulations, policies, and procedures in specific case situations. · Ability to communicate complex information effectively, with a wide variety of people-clients, staff and supervisors; ability to communicate effectively orally and in writing. · Ability to establish and maintain positive, effective relationships with diverse populations. · Ability to understand medical and vocational terminology and legal principles. · Ability to organize and consolidate information, maintains records, prepare reports, formulate treatment plans and complete other caseload management functions. · Possess and demonstrate the ability to engage and teach staff skills needed to perform assigned work tasks including use of computer systems and software. · Possess and demonstrate the ability to convey effective verbal skills as well as writing skills. · Knowledge of all state and federal human service assistance programs and their eligibility requirements (Adult Medicaid, Long-Term Care, Community Alternatives, Special Assistance). · Ability to conduct interview/assessments, summarize and interpret findings. · Knowledge of agency and community programs and services which could assist client. · Ability to thoroughly investigate and research areas related to resources that could affect the eligibility determination · Ability to operate in a complex case management system (NC FAST) related to the determination of eligibility 5% Miscellaneous The case worker adheres to other duties assigned by the Income Maintenance Supervisor II, Income Maintenance Administrator, and/or Director at their discretion. The caseworker also assists in disaster relief efforts that includes but it not limited to shelter duty. Assignment to emergency shelter duty during times of potentially dangerous or manmade disasters is an essential function of this position and you shall be required to fulfill these duties when instructed.

Minimum Education and Experience

Two years of experience as an IMC worker or an equivalent combination of training and experience. Possession of or ability to readily obtain a valid driver’s license issued by the state of North Carolina. If Military connected, must possess a valid driver’s license from state of residence.
